A temporary S113 Agreement is to be implemented for ELDC’s Project Manager (Sustainable Housing) to be shared with Boston Borough Council for 9.5 hours a week until 31 March 2023. This is to provide oversight and support to a Minimum Energy Efficiency Standards (MEES) enforcement project in Boston to ensure landlords are renting properties in accordance with the regulations. The officer in question led the ELDC MEES project in 2020 and is best placed for this position. The project is externally funded and so funding is available to cover the recharge required

To provide short-term support to the project which is to be delivered on a short time frame. To make use of existing expertise in MEES compliance from within the South and East Lincolnshire Council’s Partnership.
