1. That a ‘COVID Pressure Smoothing Reserve’ be created and the 2020/21 underspend, currently estimated to be £1,423,000, be transferred to it subject to the final accounts audit which is currently under way.

2. The reserve movements and capital programme position for 2020/21 at paragraph 2.3 below be approved.

3. The reserve movements and capital programme position at quarter 2 2021/22 at paragraph 2.4 be approved.

That the Council adopt and publish the Draft Statement of Principles.

1. That Council approves the Cabinet recommendations: -

a) Continuation of the current Council Tax Support scheme, including uprating in line with DWP’s annual update of allowances and premiums for 2022/23, and

b) Introduction of a link to the award of Universal Credit, removing the need for customers to make a separate application for Council Tax Support, and

c) The introduction of a provision in the scheme for discretion to disregard national schemes introduced during a financial year in the calculation of Council Tax Support.

That the decisions made by the Members of BTAC Small Grant Scheme and BTAC Empowering Healthy Communities Grant Scheme as noted below be ratified:

- To grant Witham East Neighbourhood Action Group £850.00.
- To grant St. Barnabus Hospice Trust £1,000.00

That the budget be delivered within the baseline budget for events in 2022/23 of £41,000

That BTAC provide no funding to Arranging Community Events for its Platinum Jubilee Event.

That Councillors Alan Bell, Viven Edge, Brian Rush and Aaron Spencer be granted a dispensation for non-attendance at meetings until the Annual Meeting of the Council on 16 May 2022.

Partnership to include the following scope:

• Review of the strategic direction for digital, data and technology services and the draft strategy/roadmap, together with the governance; decision making and prioritisation mechanisms which impact the strategy. With the objective of determining the feasibility of creating a single shared digital strategy.

• Review of the current operating model to test the resource capacity; and skills to deliver the strategy; roadmap and partner need and consider the impacts and gaps. Review the governance and prioritisation approach to assess the decision making which impacts on resources.

• Review of the financial basis of the current model and assess the investment decisions required to achieve the strategy.
