Decision:
Boston BC and East Lindsey DC have a single
duty officer rota, covering the geography of both council areas,
for dangerous structures notified to either Council out of office
hours. The rota cover is provided by the Principal Consultant
Surveyor (IH) (ELDC), Senior Building Control Officer (PS) (BBC),
Building Control Officer (MS) (BBC) and Building Control Officer
(CL) (BBC).
The decision being sought is under Section 113 of the Local
Government Act 1972 for Boston BC to share three officers with East
Lindsey DC and for Boston BC to accept the share of one officer
from East Lindsey DC to enable a combined duty officer rota to be
established for both areas.
Reasons for the decision:
A single out of hours duty rota for dangerous
structures provided by each sovereign council for their own area
only.
This is not sustainable as there are insufficient qualified staff
to cover the rota for sufficient days at each council for 365 days
of each year whilst enabling statutory rest periods.
