To update the Council’s Housing Allocation Scheme to comply with the Allocation of Housing (Qualification Criteria for Victims of Domestic Abuse and Care Leavers) (England) Regulations 2025.

Reasons for the decision:

To ensure compliance with statutory requirements under the 2025 Regulations, which prohibit the use of a local connection test for:
- Victims of domestic abuse who need to move due to abuse
- Eligible, relevant, or former relevant children (care leavers aged 16–24)

Alternative options considered:

Alternative options, such as maintaining the current scheme without amendment, were rejected as they would be unlawful from 10 July 2025.
