Decision details
Section 113 – Extension of Current Partnership Sharing Arrangements for two Programme Delivery posts – the Programme Delivery Manager and Programme Delivery Officer
Decision Maker: Chief Executive (Head of Paid Service)
Decision status: Recommendations Approved
Is Key decision?: No
Is subject to call in?: No
Decision:
To continue to place at the disposal of Boston
Borough Council and East Lindsey District Council two South Holland
District Council employed postholders, the Programme Delivery
Officer and Programme Delivery Manager via temporary Section 113
Notices from SHDC to BBC and ELDC
Reasons for the decision:
These two postholders currently work across
the three Council’s whilst in the employment of South Holland
District Council covering large, mainly grant funded, capital
projects.
The existing temporary Section 113 arrangements require an updated
decision so these arrangements that work well across the
partnership, can continue.
A Section 113 agreement allows the postholders to act as if they
are staff of all Councils to work across the many activities needed
for the management of successful capital projects. These roles are
vital to deliver a range of projects across the partnership, ensure
decisions are made timely and the current partnership wide
resourcing arrangements for a large programme of capital projects
can continue.
Alternative options considered:
The work delivered by these Officers is vital
to the continuation of the project delivery and therefore there are
no alternative options available at this time
