Application for a Private Hire Vehicle Driver Licence

The Regulatory & Appeals Sub-Committee convened to consider an application to renew a dual hackney carriage and private hire vehicle driver licence.

The Sub-Committee heard from Miss McDowell (Senior Licensing Officer and the applicant.

In reaching their decision, the Sub-Committee have had due regard for all that they have read and heard, along with the Council’s Licensing Policy and their duty under S149 of the Equality Act 2010. Having taken all of the above into consideration, the Sub-Committee have determined that, on the balance of probabilities, the applicant does not satisfy the fit and proper person test applied by the Council, and accordingly have determined that it is reasonable and proportionate to refuse the licence.
